ANALISIS KONTRASTIF IMPLIKATUR DAN STRATEGI KESANTUNAN DALAM PIDATO KENEGARAAN DAN PIDATO KEBIJAKAN PRESIDEN PRABOWO SUBIANTO

Abstract

This study aims to examine the comparison of conventional implicatures and politeness strategies in the speeches of Prabowo Subianto across two different contexts, namely state speeches and public policy speeches. The research employs a qualitative approach with a descriptive method and is analyzed from a pragmatic perspective based on Grice’s implicature theory and Brown and Levinson’s politeness strategies. The data consist of utterances found in the state speech delivered at the Annual Session of the MPR on August 15, 2025, and the public policy speech presented at the Cabinet Plenary Meeting on October 23, 2024, obtained from official sources. Data were collected through documentation and note-taking techniques and analyzed using a contrastive approach. The findings reveal that state speeches tend to contain implicatures oriented toward political legitimacy, characterized by a reflective and normative style, with limited use of politeness strategies, mainly positive and negative politeness. In contrast, public policy speeches demonstrate a tendency toward technocratic persuasion, with a more direct, critical, and instructive style, accompanied by a wider range of politeness strategies, including bald on record, positive politeness, negative politeness, and off record. These results indicate differences in communicative orientation influenced by the speech context, where state speeches function to establish symbolic legitimacy, while public policy speeches serve as instruments for instruction and bureaucratic control.
